MANS to Spajić: An Unkept Promise Cannot Be the Financial Cover for Another

The Network of NGOs MANS has sent a direct message to Montenegro’s Prime Minister Milojko Spajić: the sustainability of the government’s economic policy, known as the “European model,” cannot be justified with revenues from criminal assets that the state has not yet found, permanently confiscated or converted into cash.

According to MANS, the “Italian model” the organization has proposed for years has never been implemented, reform has only just begun and institutions lack the capacity for complex financial investigations. Even the promise of a Montenegrin “Guardia di Finanza,” they say, remained just a promise.

“Temporarily frozen assets are not budget revenues; the estimated value of apartments and companies is not money in the state’s account; occasional sales of confiscated assets do not provide a sustainable source for permanent obligations such as wages and pensions,” MANS’s reaction states.

The organization stresses that without functioning institutions, measurable results and verifiable projections, mentioning these revenues is a political promise, not proof of sustainability. “An unkept promise cannot be the financial cover for another,” MANS concludes.
