Reuters analysis: the ‘frozen’ Trump–Xi summit, a protocol gift for China — little substance, much ceremony
President Donald Trump’s lavish summit with Chinese leader Xi Jinping in Washington last week yielded limited results, with analysts describing a “managed stalemate” between the United States and China, according to a Reuters analysis.
The meeting was accompanied by a ceremonial airport reception — the first time in 11 years that a U.S. president personally greeted a foreign leader on the tarmac — and a lavish state banquet, seen by observers as a public-relations victory for Beijing. No delegation of Chinese business leaders accompanied Xi, a detail analysts read as a sign of China’s cautious approach.
On substance, the two sides announced agreement on tariff cuts for a $60 billion package of non-sensitive goods, but with no implementation deadline. The deadline for a broader trade deal was pushed to next year, leaving the toughest dossiers of the bilateral relationship open.
China, according to a list published Monday by its commerce ministry, proposed tariff cuts on U.S. agricultural products such as corn and dairy, while Washington is expected to lower duties on Chinese imports such as toys, fireworks and Christmas decorations. Soybeans are missing from the list — welcome news for American farmers ahead of the midterm elections.
Behind the scenes, Xi pressed Trump on the Taiwan issue, but the U.S. president publicly sidestepped the topic, keeping the meeting free of open clashes. For analysts, this “managed stalemate” serves both sides for now: stability without painful concessions, pending the next round of negotiations.
Still, the lack of tangible results raises the question of whether the lavish ceremony will be followed by real progress — or whether the summit will be remembered chiefly for the red carpet rolled out at Joint Base Andrews.
