Bardhi: The majority is blocking the Investigative Commission on KAYO
The head of the Democratic Party Parliamentary Group, Gazment Bardhi, has accused the majority of pushing back Parliament’s examination of the opposition’s request to set up an Investigative Commission on the state company “KAYO”. Bardhi claims that the decision to postpone the discussion infringes the legal deadlines and the rights of the opposition. According to him, the request should have been examined at the plenary session of 5 October.
The full reaction:
For more than three weeks, the opposition has been requesting the establishment of an Investigative Commission to verify the activity of the state company “KAYO”. The majority did not agree to the establishment of this Commission at the meeting of the Conference of Chairpersons on 17 September 2026. The law provides that, after examination at the Conference of Chairpersons, the matter must pass for discussion in a plenary session no later than 15 days. At the meeting of the Conference of Chairpersons it was decided, with the agreement of Niko Peleshi, that this matter would be examined in a plenary session on 5 October 2026 — precisely the last day of the deadline. But here too, the majority chooses to postpone the discussion, arbitrarily and illegally. This is because it has been made public that SPAK has carried out searches of homes and companies as part of criminal investigations related to the company “KAYO” sh.a., and Parliament must avoid this topic this Monday.
In fact, at this moment, when parliamentary transparency should be greater than ever, the Speaker of Parliament chooses to avoid a matter of public importance and not to respect the legal obligations related to the examination of the request for an Investigative Commission. When the Speaker of Parliament chooses, in the face of a matter of high public interest, not to implement the obligations arising from the law, a fundamental question arises: how is the democratic functioning of the institutions guaranteed? When the constitutional rights of the parliamentary minority are ignored in the Parliament of Albania, another question arises: what really is the role of the opposition in Parliament?
On behalf of the Democratic Party Parliamentary Group, I strongly condemn the violation of the law by the Speaker of Parliament and I ask him to implement the law and guarantee the constitutional rights of the opposition. The Speaker of Parliament must not be an executor of the political wills of the majority, but a guarantor of the regular functioning of the institution he leads. Niko Peleshi should know that what saves him from personal responsibility is respect for the law, and not the implementation of the blind orders of Taulant Balla or Edi Rama, for daily political calculations.
