GAP Institute: over 250,000 Kosovars received EU residence permits from 2020 to 2025

Data published by the GAP Institute shows a steady wave of departures over the past six years, with around 44,000 Kosovo citizens receiving residence permits in EU states in 2025 alone.

The GAP Institute has published a table with data on the emigration of Kosovo citizens to European Union countries, showing a steady wave of departures over the past six years.

According to the data, in 2025 alone around 44,000 Kosovo citizens received residence permits in EU states. Over the 2020–2025 period, more than 250,000 Kosovars obtained residence permits in the European Union, as KosovaPress reports.

The data shows that around 73 percent of those who obtained EU residence permits are up to 34 years old, while 71 percent of the permits issued had a duration of over 12 months.

Some 65 percent of residence permits for Kosovo citizens in the EU were issued by Germany. The table also shows that in 2025 around 10,000 Kosovo citizens returned from Germany to Kosovo.

Emigration remains one of Kosovo’s main social and economic challenges, directly affecting the workforce and the country’s demographics.
