Gorčević in Tallinn: Estonia Backs Montenegro’s EU Membership; Chapters to Close by Year-End

Montenegro’s Minister of European Affairs, Maida Gorčević, during her visit to Estonia, met in Tallinn with Estonian Foreign Minister Margus Tsahkna and the chair of the Estonian parliament’s EU Affairs Committee, Peter Tali. The focus of the talks was the final phase of Montenegro’s European path, work on the Accession Treaty and its future ratification process in member states.

Gorčević stressed that Montenegro expects from member states neither shortcuts nor special treatment, but demands that the results achieved be followed by concrete progress toward membership. Tali expressed full support for Montenegro’s membership and special interest in how Estonia and its parliament can help concretely in the coming steps; he confirmed readiness to further intensify parliamentary cooperation between the two countries.

“Estonia was by Montenegro’s side at the beginning of our European path. Today, as we take the final steps toward membership, it is important that it stays by our side at its end as well,” Gorčević said. “Our goal is not only to become a member of the European Union, but a member that contributes, has its own voice and further strengthens the Union.”

Podgorica’s clear goal is to close the remaining chapters by the end of this year, so that Montenegro becomes the EU’s 28th member in 2028. Estonian Minister Tsahkna confirmed strong support for Montenegro, stressing that sustainable reforms bring results — and that Montenegro’s success sends a clear message to other candidate countries as well: the effort you make leads to membership.
