After President Bajram Begaj decreed the law providing for the unblocking of magistrates’ salaries through a new formula with an increase of 8,500 new lekë, the first reaction came from the Democratic Party.

MP Ivi Kaso criticized the Head of State’s decision, raising questions about the prior consent given for the law’s immediate entry into force and linking this act to the way the majority has handled the issue of judges’ and prosecutors’ salaries.

Kaso said this decree does not serve the public interest and that, according to him, magistrates were not at risk of being left without salaries.

“It does not surprise me the news I received yesterday in session, from the mouth of a majority MP, that the President had given prior consent for the law’s immediate entry into force, at a time when even majority colleagues were not clear what draft they were debating regarding magistrates’ salaries.

Recall that there was an initiative by two majority MPs, contrary to what the Constitutional Court had determined. First and foremost, it should have been the government that, through Parliament, addressed a new legal mechanism.

Moreover, because of the two amendments presented in the Laws Committee, the majority colleagues themselves were unclear what they were debating and what needed to be approved.

Meanwhile we learned that the President had given his consent in advance, to illustrate the fact that, of course, a President who has demonstrated that, whenever the majority’s interest requires it, gladly gives up those few prerogatives that, for the sake of constitutional truth, have remained to him. This certainly does no honor to such a high institution.

What public interest does this immediate decree serve? It’s not that during this period magistrates would have been left without salaries,” Kaso said.
