Kurti: Parliament deadlock won’t sink reforms, but Growth Plan funds will be lost

Kosovo Prime Minister Albin Kurti said the deadlock in parliament has made it impossible to pass several laws needed to implement the reforms foreseen under the European Union’s Growth Plan. He made the remarks at the second meeting of the Ministerial Council for European Integration, in its function as the Steering Committee for the Growth Plan, which discussed reform implementation, existing projects and IPA programs.

Kurti said that by 30 June, 20 reform steps worth 153.3 million euros had been implemented and reported to the European Commission, and that on 15 July the first official report on the implementation of the reform agenda was submitted to the Commission together with the first request for the release of funds.

He announced that early next week parliament will receive three international agreements for IPA programs — two amendments for projects from IPA 2021 and IPA 2022, as well as the IPA 2026–2027 financial agreement — from which Kosovo is expected to benefit 258 million euros.

Of the 13 reforms foreseen for the 30 June deadline, six were not implemented on time, so of the 90.7 million euros planned for the June deadline, over 40 million euros were not obtained — the reason is the deadlock in parliament.

“No planned reform will be lost because of the deadlock in parliament, but the funds dedicated by the Growth Plan for reforms will be lost,” Kurti said.

The focus is now on the 22 reforms expiring at the end of December, worth 131.4 million euros; more than a third of them (8 reforms) require the passage of draft laws in parliament — 10 draft laws expiring on 31 December 2026, which are being finalized and will be approved by the Government within the deadline.
