Mustafa proposes “Coalition for Normality” between LVV and PDK

Democratic Party of Kosovo (PDK) lawmaker Rrustem Mustafa has proposed a political platform for Kosovo’s institutional unblocking, which he has named the “Coalition for Normality.”

Mustafa said Kosovo needs neither new political turmoil nor crises which, in his view, could later be used as justification for accepting a reality that can be changed now.

According to him, the solution to the institutional crisis exists through the political will of a parliamentary majority composed of Vetëvendosje, the PDK and non-majority communities.

He proposes that this majority build a “Pact for the State,” based on three pillars: legitimacy, balance and presidential stability, as well as representation of non-majority communities.

Within the first pillar, Mustafa says LVV, as the leading parliamentary force, should be recognized for its leading role in institutions and its main responsibility for directing the Government and the Assembly.

Meanwhile, for the PDK he proposes a role in guaranteeing democratic control, institutional balance and Euro-Atlantic orientation. As part of this balance, Mustafa proposes that the PDK lead with the Presidency.

“The PDK takes responsibility for guaranteeing democratic control, institutional balance and Euro-Atlantic orientation through a comprehensive, sustainable agreement on the division of responsibilities. As part of this state balance, the coalition parties take on the obligation that the PDK lead with the Presidency,” he wrote.

Mustafa also demanded that non-majority communities be guaranteed full representation and their constitutional role in the institutions of the Republic of Kosovo.

In his platform, the PDK lawmaker also listed four state principles: Euro-Atlantic partnership, national vision, protection of the values of the liberation war and state responsibility.

He demanded that the Government of Kosovo build sustainable and strategic cooperation with the USA and NATO, while institutions, in his view, should align more closely with Albania and Albanians in the region.

Mustafa also demanded that the state move closer to former members of the Kosovo Liberation Army, removing, as he put it, the legal, propaganda or administrative obstacles that separate them from institutions and the official narrative of state-building.

In the end, Mustafa addressed LVV leader Albin Kurti directly, saying “the key is in your hands.”

“As leader of the largest parliamentary force, you have the responsibility to open this table. This proposal recognizes your legitimacy, but demands balance and guarantees for the state,” Mustafa wrote.

He expressed his conviction that the PDK is ready to take its share of responsibility, calling for a political agreement that would end the institutional blockade.

“There is another way: political agreement, responsibility and will to build the normal state,” Mustafa declared.

He concluded the proposal with the message: “From blockade to institutions. From clash to responsibility.”
