She took thousands of euros for fake legalizations — cadastral fraudster caught red-handed at a café

The show “Stop” on Monday, September 14, covered the case of a whistleblower from Tirana who says he fell into the trap of Zana Doda, who in 2024 had introduced herself to him as an employee of the Cadastre.

She promised him that, for 15,000 euros, she would secure two legalization decisions — one for him and one for his son-in-law. Their communications, via text messages and audio messages, reveal Doda’s continuous promises.

Through a hidden camera, “Stop” documented the handover of the 15,000-euro sum for the issuance of the legalization documents. To make the scam credible, Doda even sent the whistleblower three photos of a legalization decision on WhatsApp, claiming the document had been issued in his son-in-law’s name and that the decision for the whistleblower would be finalized within the week.

But “Stop’s” verification with the Cadastre showed that the sent decision was forged.

Confronted with the facts, Doda promised to return the 15,000 euros. She did not keep that promise either. She tried to convince the whistleblower that she would secure the mortgage and return part of the money, on condition that he withdraw from “Stop.”

In cooperation with the authorities, Zana Doda was arrested in flagrante during the afternoon meeting. Initial investigations indicate that, in cooperation with 27-year-old Sara Ndoj, Doda is suspected of having profited over 100,000 euros through fraud.

Episode 1

Whistleblower: “Zana, I told you, I’ve waited here so long, it’s pointless now to discuss what we said and what you told me.”

Zana Doda: “Absolutely, it’s closed, both decisions are done — Isa’s and yours. Let’s try today, or at the latest tomorrow, at least with photos, because they’re on the director’s desk and we need to photograph them.”

Whistleblower: “I’ve waited two years, oh woman! Am I right to be upset or not?”

Zana Doda: “Look, I’m telling you, absolutely, you are right to be upset, but for one thing you’re not right — casting a shadow of doubt. And when I tell you, I swear, may I not have that boy…! Do you have any idea, it’s easier for me to tell you, ‘Shaqo, no, it’s not, I took that money,’ and I tell you ‘Shaqo, come take the money,’ but I know very well, I’ve seen the whole procedure, that decision has been made, I’ve even been told, ‘Isa will get it first, then Shaqo…’ and we’re waiting. That’s why this endless lying makes me angry, endless, endless, endless, but they’re blocked and they’re releasing them drop by drop. But this, that your decision is closed, this is settled Shaqo, it’s closed. I’m trying that at least Isa, hopefully, by Friday, at least Isa’s, I’ll send it to Isa’s WhatsApp, at least Isa’s, by Friday…”

Whistleblower: “But why isn’t mine being done?”

Zana Doda: “Because they’re done in order, but done they are… and this I guarantee you one billion percent.”

Whistleblower: “But how long will this go on, Zana?”

Zana Doda: “It’s over, it won’t go on much longer.”

Zana Doda: “Absolutely, absolutely, absolutely…”

Whistleblower: “When is this deadline?”

Zana Doda: “Isa, I told you, you’ll get it perhaps by Friday, perhaps Isa, yours… Isa, yes, it’s a done deal.”

Whistleblower: “And mine?”

Zana Doda: “I have a feeling even a week later.”

Whistleblower: “But do you know how many times you’ve told me the same things like this?”

Whistleblower: “But is this an original ownership certificate?”

Zana Doda: “Yes, yes!”
