Six indicted over forged driver’s licenses — including an Interior Ministry employee

Skopje’s Basic Public Prosecutor’s Office has submitted an indictment proposal against six persons for the criminal offense of document forgery, in the case of forged driver’s licenses.

The first accused is a Ministry of Interior employee who served as a junior adviser for travel documents in the Administrative Affairs Department in Skopje. According to the prosecution, from September 3, 2020 to August 24, 2026, she on several occasions abused her official codes and altered driver’s licenses, inserting additional categories into them.

The other five accused are drivers who, although they knew they had not passed the exam for categories C and D, in agreement with the first accused submitted requests for license issuance, into which additional categories were inserted.

With these false documents, they applied for and obtained professional driver competence certificates for participation in international passenger and freight transport, and then, in several cases, drove buses or heavy trucks in international traffic.

For three of the accused, including the Interior Ministry employee, the public prosecutor has requested the continuation of the previously ordered detention. For the other three, who are unreachable by the prosecution authorities, detention has been requested to begin from the moment they are found, while their trial will be conducted in absentia. Meanwhile, in the same case, steps are being taken to secure evidence against 21 other persons, suspected as intermediaries or users of the forged licenses, while the prosecution continues to investigate other possible abuses.

The indictment follows the investigation opened last month by the Interior Ministry’s internal control, when it was discovered that administrative service employees, for around 1,400 euros, were illegally inserting categories C and D into the licenses of people who had not passed the exam for driving trucks or buses.
