“SPAK got it wrong with Vlora Hyseni” — analyst Martin Leka: the SHISH chief can only be arrested in flagrante
In an interview on ABC News’ “Tirana Live,” analyst Martin Leka sharply criticized the manner of the arrest of SHISH director Vlora Hyseni, calling SPAK’s action a major procedural mistake.
According to him, her detention during a meeting with international counterparts has severely damaged the country’s image and harmed the morale of state institutions.
Leka stressed that democracy rests on respecting procedures and that the head of the intelligence service should be arrested only in cases of flagrante delicto. He also raised concerns about the leaking of information and emphasized the need to separate individual responsibility from institutional responsibility.
“Responsibility is individual, even in legal responsibility. We will have time to understand what Vlora Hyseni’s individual responsibility is. Second, we must understand what the institutional responsibility is, the national responsibility.
“How much is the institution damaged by the manner of Vlora Hyseni’s arrest? Being at a meeting with her counterparts shows that the morale that represents the state has fallen here, the morale of those who are supposed to handle this matter as they should has fallen. Democracy is procedure and I think procedure has been violated here. The image of the country has been damaged.
“SHISH is a body that has some privileges that other institutions do not. I think all institutions should have a moral certificate, which must preserve their statehood. In handling the arrest procedure of Vlora Hyseni, SPAK made a big mistake. Not to mention the leaking of information. The head of SHISH is arrested only in flagrante delicto,” Leka said.
