“Two and a half hours of listening to you, Xhelal…” – Heated debate at the Laws Committee over the territorial reform
Debates took place in the Laws Committee during the discussions on the territorial reform, where MP Xhelal Mziu asked for the two submitted initiatives to be merged, while Socialist MP Zegjine Çaushi opposed the request.
Mziu asked that the two initiatives be examined together, but Çaushi addressed the opposition MPs, accusing them of having boycotted the committee’s work for four months.
“You cannot come to this committee and block the work and make political rhetoric or a political show. Right next door you have a conference room, you can do it perfectly well there,” Çaushi said.
She then opposed Mziu’s request for the merging of the two initiatives.
“We keep hearing that you want to merge the two initiatives. Now you remembered to merge the two initiatives? For four months it was you who boycotted the committee and today you remember to submit your initiative, so there is no way these two initiatives can be merged, Mr. Xhelal. Mr. Chairman, apply the rules of procedure and let us continue with the agenda,” Çaushi declared.
The debate continued in strong tones, while Çaushi again addressed Mziu, reminding him of the boycott of the committee.
Xhelal Mziu: Merge both initiatives.
Zegjine Çaushi: You cannot come to this committee and block the work and make political rhetoric or a political show. Right next door you have a conference room, you can do it perfectly well there.

Mr. Chairman, apply the rules of procedure and let us continue with the agenda.
Zegjine Çaushi: Two and a half hours of listening to you, oh Xhelal. This won’t do. If you had such a great concern about this territorial reform, you, Xhelal, should have remembered not to boycott the committee for four months. But you went, spent time at the beach, slept at home and now you come here to the committee and ask for the merging of the two initiatives.
Ulsi Manja: You, Mrs. Çaushi, was that beach remark only for Mr. Mziu or for everyone?
Xhelal Mziu: In fact, when Zegjine gives advice in all fields, it is truly a very high standard, so you too, Mr. Chairman, should take into consideration those reprimands she gives you, because Zegjine is closer to what the Socialist Party aims for and not to the standard. I would like the committee to move toward implementing the law and not Zegjine’s recommendations.
