2027 local elections, CEC letter to the parties: Electronic voting and counting in 3 or 4 large municipalities

The Central Election Commission (CEC), through an official letter this Saturday, requests that for the upcoming local elections the process of electronic voting and counting be carried out in 3 or 4 municipalities.

The request is based on the experience accumulated so far in past elections where this system has been applied.

The letter has been sent to the political parties for consultation, asking for their opinion on the municipalities where electronic voting and counting could be implemented.

Electronic voting and counting has previously been implemented in Tirana, in Unit 10, in Vora, in Kamëz and in the Municipality of Elbasan.

The full letter:

“Dear Sirs,

In the framework of preparations for the 2027 local elections and in order to modernise the electoral processes, the Central Election Commission is assessing the possibility of extending the application of electronic voting and counting to a certain number of local government units.

In this regard, taking into consideration the technical, logistical and administrative aspects, as well as the need for sustainable and timely implementation, the Central Election Commission considers that an extension to 3 or 4 large municipalities constitutes a reasonable and proportionate approach. For this reason, every decision on expanding this process must be supported by a clear and consolidated position of the political parties.

In this framework, the CEC expressly requests that the political parties present their position regarding the possibility of conducting electronic voting and counting for the 2027 local elections in several large municipalities, well ahead of the electoral process.

For the above, before you express your official position, we ask you to designate your representative(s) to take part in a consultative meeting at the Central Election Commission, on Friday, 9 October 2026, at 11:30.
