Alibeaj: “How sure are we that SHISH data hasn’t fallen into the hands of organized crime?”
Former justice minister Enkelejd Alibeaj has raised questions about the security of information gathered by SHISH and the risk that the institution’s sensitive data has ended up in the hands of organized crime.
“The whole system is compromised — the whole SHISH structure. Let me put it simply, because I believe this is important. How sure are we that official information collected by SHISH has been transferred to organized crime? How sure are we that NATO’s sensitive information has been passed through this channel to non-friendly foreign agencies? How sure are we of something else — that the network of all SHISH informants is today in the hands of organized crime?” Alibeaj said.
Alibeaj separated individual responsibility under criminal law from institutional responsibility, arguing that the consequences of such a situation cannot be treated as merely an individual matter.
“Here it’s not just one lady who at a certain moment slipped, and then responsibility is individual. Yes, it is individual toward criminal law. But institutional responsibility — the damage caused — is not simply individual,” he said.
According to Alibeaj, there must be accountability for information that may have fallen into the wrong hands and that, he warned, could also be used for blackmail.
