Government brings Albanian Development Fund into new Kombinat reconstruction projects

The Council of Ministers has approved changes to the decision on the development zone in administrative unit no. 6, in the Kombinat area of Tirana, giving the Albanian Development Fund (ADF) the role of implementing unit for new reconstruction projects.

Under the decision, the 2020 act — which until now designated only the Municipality of Tirana as the implementing unit — is amended. With the new changes, the Municipality of Tirana will continue to implement reconstruction projects that have started or are in progress, while the ADF will be responsible for new projects.

The Albanian Development Fund will be in charge of building new homes and damaged public buildings, constructing and reconstructing public and critical infrastructure, carrying out construction in the zone, as well as any other intervention related to the reconstruction process.

The Ministry of Infrastructure and Energy, the Municipality of Tirana and the Albanian Development Fund are tasked with implementing the decision.

The decision enters into force immediately and will be published in the Official Gazette.
