Government reallocates 102 million euros, part for 13th salary and 0.5% supplement
The Kosovo government has approved the draft law on reallocating 102 million euros in the state budget, as Alby News reports. Under the decision, the main part of the funds will go to the salary contingency, to enable payment of the 13th salary for public-sector employees and the 0.5 percent supplement for work experience.
Finance Minister Hekuran Murati said retroactive payments will cover the period from the entry into force of the Salary Law until the end of last year, for the difference of the 0.5 percent supplement for work experience. “From this year, through the Budget Allocations Law we have covered the 0.5 percent supplement, but the uncovered space that remains is from when the Salary Law entered into force until the end of last year,” Murati said.
The reallocation also provides 20 million euros for basic pensions, in order to cover the natural increase in the number of pensioners in the country.
The 0.5 percent supplement is given to public-sector employees for each year of work experience — meaning ten years of experience corresponds to a supplement of 5 percent. With the 2022 Salary Law the formula had been changed: 0.25 percent for the first 15 years and 0.5 percent after the 15th year, but the Constitutional Court declared it unconstitutional.
The 13th salary is not a novelty: it was also allocated last year. According to reporting by Betimi për Drejtësi, the draft law was approved with no votes against and no abstentions.
