‘Korina’ association: Criminal complaint against 10 people over unlawful treatment of dogs in the Nikšić shelters
The animal-protection association “Korina” from Nikšić today filed a criminal complaint with the Basic State Prosecutor’s Office in Nikšić against at least 10 natural and legal persons, on suspicion of the unlawful treatment of dogs in two municipal shelters for abandoned animals during 2026, as the Montenegrin portal CdM reports.
According to CdM’s reporting, the complaint was filed after a pit was discovered near the village of Brestice and the local shelter for abandoned animals, in which at least 17 dog carcasses were found. The two shelters in question are managed by the municipal company Komunalno d.o.o. Nikšić.
According to the association, the complaint covers at least seven criminal offences prosecuted ex officio, and the suspicions relate to the treatment at the shelter for abandoned animals in Brestice as well as at the so-called “free zone” in Studenačke Glavice. Subject to verification, according to the complaint, should be the possible unlawful killing of dogs, euthanasia carried out irregularly, veterinary services performed by persons without the required qualifications, as well as the removal and concealment of animal carcasses.
The association emphasises that microchips were read on part of the remains found, linking the animals to the Nikšić shelter, and that after the state bodies were notified about the pit, the veterinary inspector came to the scene, after which — as stated — its covering with soil was ordered or made possible. According to “Korina”, before the full inspection, identification and documentation of the remains, evidence of importance for the procedure may have been destroyed — therefore the complaint also asks that the possible responsibility of the veterinary inspector and other officials be investigated.
The association says the experts’ first attempt to approach the pit was obstructed by the institutions, and that the action was repeated on Friday, 25 September, when access was made possible even though the pit was partly covered with soil — the action was documented with photo and video material that was submitted to the competent bodies.
The association emphasises in the complaint that it does not prejudge anyone’s guilt, but asks the prosecution to establish the facts, secure the evidence and determine individual responsibility. Citizens who have information are called on to submit it to the email anonimus@korina.me, to the number 069 91 07 07, or through Team Korina’s social networks.
