Mugosha: Those who fled “cowardly” two days ago displayed an anti-European, unconstitutional character — everything was prepared in advance
Boris Mugosha, MP of the European Alliance (Evropski savez), reacted again to the events of September 24 in Montenegro’s parliament, when speaker Andrija Mandić would not allow the opening of the extraordinary session on his dismissal, Portal Analitika reports. According to Mugosha, Mandić did not even allow the quorum to be established and blocked the live TV broadcast, even though 38–39 MPs were in the hall.
Under parliament’s Rules of Procedure, Mugosha said, the speaker must FIRST open the session and then establish the quorum — “not in his own office, off camera”. He recalled that at a recent collegium of parliament’s leadership it had been agreed that cameras would stay on while the chair opens the session and, if there is no quorum, notes its absence. The opposition demanded the quorum be established by roll call, but Mandić refused.
“Everything was done according to a pre-prepared scenario: removing MPs’ attendance record cards, violating the Rules of Procedure, trampling the Constitution, obstructing the live broadcast and blocking journalists, cameramen and photojournalists from entering the plenary hall,” Mugosha said.
Denying the quorum, he added, demolishes the constitutional check mechanism belonging to the president, the government or MPs (the so-called “opposition initiative”). In doing so, Mugosha said, “the anti-European, unconstitutional and anti-democratic character of those who fled cowardly from responsibility instead of taking a clear stand on what represents the civilizational foundation of modern society’s values and of the EU itself” was revealed.
In the EU, the MP concluded, membership comes with a clear definition of values on issues where there is no compromise and which must not be relativized.
