Rama at the UN General Assembly: Albania Calls for an International Agreement on Sovereign and Democratic AI

Prime Minister Edi Rama, during his address to the United Nations General Assembly, called for an international agreement on sovereign and democratic artificial intelligence. Rama said citizens should have the right to know when influential political content has been artificially generated or manipulated in its content.

“First, citizens should know when influential political content has been artificially generated or manipulated in its content.”

According to the prime minister, another principle should be the transparency of the content-distribution architecture. “Second, the distribution architecture should be made transparent. Citizens and states should have the right to know who created, financed, targeted or artificially amplified influential political content.”

Rama also stressed that every influential use of artificial intelligence by public institutions should be accompanied by clear accountability. “Third, every influential use of AI by a public institution must preserve a clear chain of legal and human accountability.”

In conclusion, the prime minister said democracies should cooperate to create a common mechanism for the timely identification of risks.
