“There are no radars” — former prosecutor Beci on the Vlora Hyseni probe: the most she could switch off was a wiretap file

The former head of SHISH could not have switched off any radars, since neither the country nor the institution possesses such equipment — but she could have removed wiretap files. That was the discussion on the show “Shqipëria Live”, which examined how much truth there is in the online reports about the SPAK files and Vlora Hyseni. The studio guest was former prosecutor Eugen Beci, who, asked by Sidorela Gjoni why the public needed to know such details as “o zemra, o shpirti” (“oh heart, oh soul”), replied that “Vlora had no radars to switch off”.

“First of all, the lady had no radars to switch off, there were no radars for her to switch off; the most the lady could switch off was a wiretap file, to put it bluntly,” the former prosecutor said.

The exchange: Sidorela Gjoni: “As a former prosecutor, how did you distinguish what belonged in the file and what was denigration?” Eugen Beci: “The answer is: legally.” Sidorela Gjoni: “Why did you and I need to know that ‘zemra, o shpirti’ was said? Why isn’t it enough information for me that Sidorela told this secret to Zekthi?” Eugen Beci: “That’s why I said the answer is: legally. Second, from a legal standpoint, in the investigation of a criminal case, the judicial-police officer, the prosecutor and ultimately the court, which reviews all preliminary acts to impose a security measure or make a decision both during the preliminary investigation and at trial, takes into account several strict rules that determine how an investigative file act is obtained, including a wiretap in this specific case. There is an entire chapter on wiretaps which precisely determines that you will transcribe the data that constitutes a criminal fact. The data that constitutes a criminal fact charges the person with criminal liability.”
