“Track & Trace” system for tobacco products postponed until after Montenegro’s EU accession
The implementation of the provisions of the Law on Limiting the Use of Tobacco Products, which establish the traceability and tracking system for tobacco products (Track & Trace), may be postponed until the day of Montenegro’s accession to the European Union, as Dan reports. The news was also reflected in RTCG’s reporting.
Europe Now Movement deputy Jovan Subotiq has submitted to parliamentary procedure the proposal to supplement the law. The provisions in question, introduced with last December’s amendments, were due to start being implemented on October 1.
According to Subotiq, the postponement is necessary because the proper legal, organisational, technical and IT framework has not yet been secured. Among other things, the model for selecting the system operator — a key precondition for its functioning — has not been determined, nor the technical infrastructure, standards, testing or the time needed for producers, importers and distributors to adapt.
If the proposal is approved, the provisions on the Track & Trace system will begin to be implemented on the day Montenegro joins the EU.
