Ulcinj: purchase talks for the abandoned Old Town building stall as owners send urgency notice to Nimanbegu
Negotiations for the purchase of the unfinished building in Ulcinj’s Old Town are blocked, according to the Montenegrin daily Vijesti. The property appraisal, valued at around €1.4–1.5 million, was completed back in July 2025, but the document was never delivered to the interested party.
The building’s owners, the Podgorica-based firm “SJ Property” — which has owned the property since 2018 — sent an urgency notice in mid-September to the mayor of Ulcinj, Genci Nimanbegu, requesting the official appraisal and a purchase offer, if the Municipality is still interested. Nimanbegu says he had sent the appraisal by email and post back in June, but according to the owners’ notice the document never reached its destination.
The building, with no works carried out for more than a decade, has become a vegetation-covered ruin that locals see as a blemish damaging the image of the ancient fortress. Two offers are on the table: compensation with land in Pinjesh or in the Ulcinj Field, or the purchase of the building together with the adjoining land.
As Vijesti notes, the Municipality’s previous administration, in 2022 under then-mayor Omer Bajraktari, had also offered to buy the building — but the deal was never finalized then either.
