What does the eight-month state budget surplus tell us?
By Fatos Çoçoli
According to data from the Ministry of Finance, in January–August 2026 the state budget posted a surplus of 61.6 billion lek, or about 658 million euros. This result is significant not only as an indicator of the state of our public finances, but also for the room the government has to support social policies, investments and the economy.
The surplus enables a generous New Year 2027 bonus for pensioners
For example, this means that, thanks to the surplus, this December the government will keep its promise to spend 64 million euros from the budget on the New Year 2027 bonus for all our 755,000 pensioners. Without this surplus, there could have been a bonus, but at a lower rate, as far as budget possibilities would allow.
A budget surplus means that, during January–August 2026, budget revenues exceeded expenditures. Stronger public finances create greater opportunities for financing social policies — not only for pensions, but also for public-sector wages, economic aid, support for families, public education and public healthcare. With this high surplus, the government has more room to intervene in the sectors where social needs are greatest, without necessarily creating new pressure on our public debt.
The surplus was one of the fundamental reasons why the 2.7 percent pension indexation for this year did not happen in October but started as early as July 1, 2026. Worth 1.9 billion euros — the annual pension amount of our 755,000 pensioners — multiplied by the 2.7 percent indexation, it makes 51 million euros. This addition came two months earlier, or 102 million euros more in our pensioners’ pockets, thanks to the earlier indexation.
The same logic applies to low-income families, children and vulnerable groups. A budget with a visible surplus, with revenues 11.7 percent higher than January–August 2025 — a healthier budget — creates more room for broader and deeper social policies.
Greater opportunities for public investment
The surplus should not be seen only in terms of public consumption. More sustainable finances also create opportunities for greater public investment. This year investments in roads, water supply and sewerage, energy, public education, public healthcare and digital infrastructure have increased and are growing, precisely because the budget surplus allows it.
Public investments raise the productivity of our economy, improve the business climate and attract more private investment.
On the other hand, a positive budget result also helps fiscal consolidation and the reduction of public debt. If revenues grow faster than expenditures and this trend is sustainable, the need for new borrowing can be limited.
This is of particular importance for Albania, because reducing debt relative to GDP improves the sustainability of our public finances.
Our economy is exposed to international developments. International energy prices, inflation in the Eurozone, interest rates and geopolitical developments affect our economy. A stronger fiscal position gives our state and government greater capacity to react.
The surplus and the benefit for the private economy
A sustainable budget also matters for business. More predictable public finances reduce uncertainty over fiscal policies and create a more stable environment for private investment. If the reduced need for government borrowing is accompanied by more favorable financing conditions, this can create more room for lending to the private sector.
If the good budget result is confirmed throughout the year, the government’s economic policy can focus more on social programs (7,000 social apartments, 5,000 interest-free loans, or at 3 percent interest, etc.) and on public investments in infrastructure and technology.
So far, the surplus of 61.6 billion lek, or about 658 million euros, for January–August 2026 is a significant indicator of the performance of our public finances. If it grows further in these last four months of the year, then our economic growth could even approach 4 percent this year.
