Architects and NGOs write to Spajić over the Miločer park hotel: Further construction is unacceptable

Architects, civic and environmental activists, and non-governmental organizations (NGOs) from across Montenegro sent an appeal today to Prime Minister Milojko Spajić, calling for a review of the “Janu Montenegro” condo-hotel project under construction in Miločer park.

According to their data, the investor plans to continue construction in October 2026; two hotel blocks have already been built and a third is planned. Any further construction, they say, is unacceptable, as it would further devastate the area and endanger the cultural and natural landscape of Miločer park, which has already entered the protection procedure that — in the prime minister’s own words — must be completed by the end of 2026.

The importance of protecting Miločer park is also highlighted in the European Parliament’s latest official report on Montenegro, as well as in the 2024 technical report by Europa Nostra and the European Investment Bank Institute, which says the condo-hotel project threatens Miločer’s cultural and natural landscape.

The signatories call on Spajić to initiate a postponement of any further construction in Miločer until the protection procedure is complete, with the participation of independent experts, civil society and the local community, in line with the recommendations of MEPs in the letter sent to the Government of Montenegro in May 2026 — and to review the architectural design to bring it into harmony with Miločer’s cultural, urban, historical and environmental values as a future immovable cultural asset of national and European importance. The letter carries 54 signatures (architects, professors, NGOs, activists, including foundations from Sveti Stefan, Budva, Petrovac and Ulcinj). It has been delivered to the Ministry of Spatial Planning, Urbanism and State Property and will also be delivered to Deputy Prime Minister Aleksa Beçiq.
