Kryeziu: The Assembly should urgently call the session on the Special Court law, tonight or tomorrow at the latest
Former judge of Kosovo’s Constitutional Court, Kadri Kryeziu, welcomed last night’s approval by the Government of Kosovo of the Draft Law on Supplementing and Amending the Law on Specialist Chambers, proposed by the Democratic Party of Kosovo, as KosovaPress reports.
Speaking to KosovaPress, Kryeziu stressed that the draft law must pass urgently through parliament, because of the short constitutional deadline for electing the president by October 6. He asked the Assembly to call the session as soon as possible — tonight or tomorrow at the latest — so that the legal deadlines and the Assembly’s Rules of Procedure are met.
According to Kryeziu, if it is voted tomorrow in first reading, after two days it can also be voted in second reading, and then the president is elected. He stressed that, to enter into force, laws in Kosovo are voted in two readings, and the difference between them must be at least 72 hours.
Kryeziu also spoke about the situation if a president is not elected within the deadline: according to him, the offices of the Presidency must not remain empty and, based on legal and political logic, the Speaker of the Assembly should continue exercising the duty — in connection with Chapter 11 of the Constitution. He warned that if by October 6 no president is elected, the country could go to extraordinary elections.
KosovaPress reports that the PDK and the Alliance also today asked for the Assembly session to be called today, October 3, so that the amendments to the Law on Specialist Chambers are reviewed and voted in both readings by October 6.
