ASK: Đukanović Failed for Years to Declare Luxury Watch Collection Worth Up to €164,600

Montenegro’s Agency for the Prevention of Corruption (ASK) has once again ruled that the country’s former president, Milo Đukanović, violated the Law on the Prevention of Corruption. According to the Agency, Đukanović for years failed to declare the luxury wristwatch collection in his asset and income reports.

The new ruling came after the Administrative Court annulled ASK’s previous decision. According to the Agency’s findings, the former president failed to declare in the reports for 2018, 2019, 2020, 2021, 2022, 2023 and 2024 six wristwatches individually worth more than €5,000: the Franck Muller Mariner, Cartier Pasha de Cartier 2770, Roger Dubuis Excalibur 45 Automatic, Rolex Cosmograph Daytona, Patek Philippe Neptune and Cartier Pasha de Cartier Moonphase Chronograph.

The collection’s total market value, according to the Agency’s estimates, ranges from at least €86,500 to €164,600, while individual prices start from €6,600 for the Roger Dubuis and go up to €47,500 for the Cartier Moonphase.

The Agency also found that Đukanović failed to declare in the 2025 report — the second year after leaving the presidency — three watches worth above the then-legal threshold of €10,000: the Rolex Cosmograph Daytona, Patek Philippe Neptune and Cartier Pasha de Cartier Moonphase Chronograph, with a total estimated value of €62,800 to €109,100.

In the procedure, ASK gave Đukanović’s legal representative an eight-day deadline to respond to the findings — the request was received on August 31, 2026. As no response was submitted within that deadline, the Agency adopted the decision without the party’s statement.
