Božović arrested at the gate of Spuž prison in ‘General’ operation — just as his 3-year detention term expired

Former Budva Municipality mayor Milo Božović was arrested today at the gate of the Spuž Directorate for the Execution of Criminal Sanctions (UIKS), as part of the international operation “General.” He was due to be released from prison today, as the 3-year period since the indictment in the so-called “police cartel” case expired without a first-instance verdict. Officers of the Special Police Department (SPO) were waiting for him in front of the pre-trial prison gate.

Mileta Ojdanić, Vladimir Bajčeta and Milan Popović were also brought to the Special Prosecutor’s Office (SDT) and SPO building for questioning — all from UIKS, where they are held in detention for other organized crime cases.

The “General” operation began in July 2024; in the first wave, 19 people were charged with organizing an international criminal group that smuggled about 2.5 tons of cocaine to Europe and Australia, while Vaso Ulić and the fugitive Radoje Zvicer were marked as leaders. The SDT claims that on September 27, 2020, Ulić created a “Sky” group chat with Mileta Božović, which also shows correspondence with the former Budva mayor, indicating who would “take and extract the goods.” Božović has denied the accusations, calling it a “reserve indictment” to keep him in detention.

In April 2025, as the operation continued, Rajko Smolović and Novak Joksimović were arrested. The operation was carried out with the help of EUROPOL, the U.S. FBI, the DEA and the Australian Federal Police. Božović was first arrested on April 13, 2023 in the “police cartel” case (the trial for the smuggling of 4.3 tons of cocaine continues).
