SHKODËR – The State Police announced today (September 26) that together with SPAK and the National Bureau of Investigation (BKH) they finalized the codenamed operation “High Wall” in Shkodër. A high-risk person was arrested — 50-year-old Bledar Cafi — while the second man, carrying two identities, 43-year-old Indrit (Endrit) Dokle, a former head of the Durrës group, from Kukës and residing in Tirana, was not found at his home. The Special Court (GJKKO) has imposed “prison arrest” security measures on both for organized criminal group and drug trafficking.
Police also released footage of the action, as RENEA special forces had to climb over a high wall — which gave the operation its name.

In the framework of the operation, in Shkodër it became possible to capture and arrest citizen B. C., 50, born and residing in Shkodër, a person with high social risk. His capture and arrest took place in the early hours of this morning, at his home in Shkodër. The Special Court of First Instance for Corruption and Organized Crime, on September 25, 2026, set for this citizen the personal security measure “prison arrest” for the criminal offenses “trafficking of narcotics”, committed in cooperation, in the form of a structured criminal group, as well as “structured criminal group” and “committing criminal offenses by the criminal organization and the structured criminal group”.

Also in implementation of the GJKKO decision, checks were exercised in the premises belonging to the wanted citizen E. D., alias I. D., 43, born in Kukës and residing in Tirana, a person wanted since 2024, for whom GJKKO has set the security measure “prison arrest” for the same criminal offenses. During the checks, this citizen was not found and work continues for his localization and capture, police said.
