Municipal Council Invites Veliaj to September 29 Session, Asks SPAK and Prisons to Enable His Attendance

The Tirana Municipal Council is seeking the participation of Mayor Erion Veliaj in its September 29 session, scheduled for 3:00 PM. For this purpose, SPAK and the General Directorate of Prisons have been asked to enable his presence.

The official letter requests that Veliaj be granted temporary permission to attend the session in person or, if that is not possible, to join online via videoconference. According to the request, the mayor’s participation is also linked to the review of Tirana’s administrative matters and the bill on the administrative-territorial division. The Council asks the institutions to respond in writing regarding their decision.

“The Municipal Council will convene on Tuesday, September 29, 2026, at 3:00 PM, in the Municipal Council hall, to consider, among other items, point 11 of the agenda, under which the obligation to express an official position on the draft law ‘On the administrative-territorial division of local government units in the Republic of Albania’ falls on both the Mayor of Tirana and the Tirana Municipal Council. In light of the above and referring to Constitutional Court decision no. 66, dated 03.11.2025, but also given that the participation of the Mayor is a legally guaranteed functional right, necessary for presenting drafts, the budget, annual reports and administrative matters of the local self-government unit, we ask that, if restrictive measures are being applied to him, you consider: temporary permission for physical attendance, or, if that is not possible, enabling his participation through an appropriate communication modality (online, videoconference or another approved form). The Municipal Council stands ready to fully cooperate on any security, protocol or logistics request of your institutions, with the aim of guaranteeing a lawful, transparent and functional process. Please inform us in writing of your decision, bearing in mind the importance of respecting institutional functions and the Mayor’s right to report before the Municipal Council,” the letter states.
