Mustafa explains PDK initiative on the Specialist Chambers: third trial instance should move to Kosovo

Democratic Party of Kosovo MP Arben Mustafa has explained on Telegrafi’s “Përballje Podcast” the changes his party wants to make to the Law on the Specialist Chambers. According to him, the initiative aims to limit the mandate of the court and move the third instance of trial under Kosovo’s institutions.

Mustafa said the bill submitted by the PDK to the Assembly does not seek to close the Specialist Chambers or to stop the cases they are handling. “We are not seeking the closure of any case, of any investigation,” he said, as Telegrafi reports.

According to Mustafa, the PDK wants the mandate of the Specialist Chambers limited to matters linked to the findings of the Dick Marty report. For other alleged wartime crimes, he said, responsibility for handling them should fall to Kosovo’s justice institutions.

Another change Mustafa attributed to the PDK initiative concerns the trial phases. He said that under the proposal, the appeal would continue in The Hague, while the third instance would move under Kosovo’s institutions.

The PDK MP also mentioned the demand for more transparency in judicial processes. According to him, the initiative aims to create broader monitoring opportunities for institutions, universities and international organizations.

Mustafa asked the Assembly to review the bill under an expedited procedure. He presented the initiative as a PDK priority and said its content should be discussed on the basis of the concrete changes it proposes.

The bill has been submitted for review to the Assembly and the Government, while today a new session of the Kosovo Assembly will be held, with the agenda including the adoption of the Declaration on the Judgment of the Kosovo Specialist Chambers dated September 16, 2026.
