SPAK blitz operation: high-risk individual arrested, another wanted (NAMES)

SPAK carried out a blitz operation in the city of Shkodër on Saturday, where a 50-year-old with high social risk was handcuffed. The arrested man has been identified as Bledar Cafi. His capture and arrest took place in the early hours of this morning at his apartment in Shkodër.

It is learned that the Special Court of First Instance for Corruption and Organized Crime has imposed on him the measure “prison arrest” for the criminal offenses “trafficking of narcotics,” committed in collaboration, in the form of a structured criminal group, as well as “structured criminal group” and “commission of criminal offenses by a criminal organization and structured criminal group.”

In the police announcement, it is stated that work continues for the capture of another person, who was not found at his apartment during the operation. It is learned that Endrit alias Indrit Dokle has been declared wanted.

The operational and investigative structures of the State Police — specifically the Renea Special Forces, the Directorate of the Special Operational Force, the Directorate for Narcotics Investigation, DVP Shkodër and the BKH, under the direction of SPAK, in implementation of the order of the Special Prosecution SPAK and the Court’s decision — have carried out and finalized the police operation codenamed “High Wall,” with the aim of executing the personal security measure against a citizen, as well as conducting checks to locate and capture another citizen declared wanted.

As part of the operation, in Shkodër it was made possible to capture and arrest citizen B. C., 50 years old, born and residing in Shkodër, a person with high social risk. His capture and arrest took place in the early hours of this morning at his apartment in Shkodër. The Special Court of First Instance for Corruption and Organized Crime, on 25.09.2026, imposed on this citizen the personal security measure “prison arrest” for the criminal offenses “trafficking of narcotics,” committed in collaboration, in the form of a structured criminal group, as well as “structured criminal group” and “commission of criminal offenses by a criminal organization and structured criminal group.”

Also in implementation of the GJKKO decision, checks were carried out at places belonging to the wanted citizen E. D., alias I. D., 43 years old, born in Kukës and residing in Tirana, a person wanted since 2024, for whom the GJKKO has imposed the security measure “prison arrest” for the criminal offenses “trafficking of narcotics,” committed in collaboration, in the form of a structured criminal group, as well as “structured criminal group” and “commission of criminal offenses by a criminal organization and structured criminal group.” During the checks, this citizen was not found and work continues to locate and capture him.
