Vehicle purchases through KAYO: IKMT reacts — “The entire procedure was carried out in accordance with the law”
The National Inspectorate for Territory Protection (IKMT) dismisses as untrue the claims of the political party Democratic Party regarding the procedures followed for the purchase of vehicles through the company KAYO.
IKMT’s reaction:
“The claim that the procedure documents were drafted after the issuance of the invoice by the entity ‘Timak Defence’ does not hold.
Official documents prove quite the opposite. Invoice No. 83/2026 from the entity Timak Defence is dated 7 August 2026 and not 8 July 2026 as erroneously referenced in the denunciation.
The entire procedure followed, from initiation to the partial advance payment for the purchase of vehicles, is in accordance with the law, bylaws, and the signed contract.
In the framework of transparency towards public opinion, IKMT clarifies as follows the entire procedure followed:
In implementation of DCM No. 638 dated 05.11.2025, IKMT sent to the company KAYO letter No. 3419 Prot., dated 03.06.2026 ‘Information on the purchase of transport vehicles for the IKMT institution.’
With letter No. 399/3 (3419/1 of IKMT) Prot., dated 12.06.2026, the company KAYO responded by sending the offer with technical specifications and the delivery time of the vehicles.
IKMT, with No. 3419/2 Prot., dated 19.06.2026, issued order No. 455 dated 19.06.2026 ‘On the establishment of the commission for the purchase of transport vehicles from the company KAYO,’ which had the duty to negotiate with the company on the procedure and to prepare all necessary documentation for the purchase of transport vehicles, an order of which the company KAYO was notified with letter No. 3419/3 Prot., dated 29.06.2026.
The commission continued negotiations with TIMAK DEFENCE regarding technical specifications for the purchase of vehicles with letter No. 3419/4 Prot., dated 08.07.2026, and with letter No. 3419/5 Prot., dated 22.07.2026, the company TIMAK forwarded for information the final offer of transport vehicles for finalizing the process.
The company KAYO, with letter No. 470/4 (3419/6 of IKMT) Prot., dated 21.07.2026, submitted the economic offer, which, after being analyzed by the commission, was accepted with minutes No. 3419/7 Prot., dated 27.07.2026.
Following the procedure, the tripartite contract was signed with No. 3419/8 Prot., dated 06.08.2026.
The institution, based on contract No. 3419/8 Prot., dated 06.08.2026, Article 14, point 14.1, letter ii, subpoint a — quoted — ‘20% of the total value of the contract, including VAT, shall be paid as an advance,’ made the advance payment with Expenditure Order No. 421, dated 12.08.2026, in the amount of 8,641,296 (eight million six hundred forty-one thousand two hundred ninety-six) lek for invoice No. 83/2026 dated 07.08.2026, for the procedure ‘Purchase of Transport Vehicles.’
According to the contract, the remaining part of the invoice will be liquidated at the moment the vehicles are delivered to the National Inspectorate for Territory Protection.”
