“Information Leaks Do Not Honor SPAK,” Expert Says in Analysis of the SHISH Case File

Security expert Faik Basha, a guest on the show “Now with Erla Mehilli” on Euronews Albania, analyzed the latest developments around SPAK’s investigations and the dismissal of former SHISH chief Vlora Hyseni.

Basha emphasized that the arrest in office of the SHISH chief constitutes a very serious event for national security, while criticizing the continuous leaking of data and wiretaps to the media, which he said directly harms the work of the justice structures.

Regarding the house-arrest measure and the suspension from duty of Vlora Hyseni, Basha clarified that this decision came because of the strategic importance of the institution she led. According to the expert, an official who is the main hub of national and international information cannot remain in office while facing suspicions of communicating with wanted persons.

“All the operations SPAK carries out are major operations, and what happens if there is even a small flaw in the whole process from start to finish.

“The first flaw I see, at least as a security expert who knows the security issue very well, is the leaking of information. The leaking of information does not honor SPAK.

“All the wiretaps that have come out do not help SPAK in its work, and SPAK knows this; it has sometimes even opened investigations to see where this information comes from, and I think this is a mistake that must be corrected in the future.

“SHISH, this institution, is an institution with history. Of course, the arrest in office of the head of the State Intelligence Service is a serious event. It is not something normal, and it has also placed it at the center of attention.

“We cannot speak of guilt. So far we are in these conditions where it was thought and judged because of the duty she holds, and I think it was not eased, but seen as reasonable because of the importance this institution has.

“Because of the importance of the institution and the functional duty that Vlora held, it was seen as reasonable that through coercion, through the house-arrest measure, the other measure be given too — to be suspended from duty — because it would make no sense for a person who is the main hub of national and international information, as far as services are concerned, to remain in office while there is not an accusation, but a suspicion that there may be communication with a person who is wanted.

“Whereas the rest does not prevent the head of the intelligence service from meeting citizens and businesspeople as long as they are not wanted. While when they are wanted — because it is not the issue of friendship, it is the issue of communication and interaction of these persons — if it turns out, because we are always in communications and we have seen some messages that have circulated in the media, but no one can say for sure how they came out, where they came out from and who produced them until they are proven. We are always in doubt, and these have seen that the person has communication all the time he is wanted; this has aggravated the whole charge.

“There are two sources of information. There is one that has appeared and been made public through those passages of those writings that came out, and there is the other part that starts with ‘he gave means, he gave this, he gave that,’ but these are unconfirmed and are entirely in the circulation of persons who have never shown who the source is,” the expert said.
