Kurti with big promises: €1 billion for production, wages over €1,000 and €500 million for Brezovica

Prime Minister Albin Kurti has presented the new government’s program, with a series of promises on the economy and social welfare. He has announced €1 billion for production and industry, up to €500 million in investments in Brezovica, €100 million for diaspora investments, a doubling of child allowances and an average wage above €1,000 in the public sector.

Prime Minister Albin Kurti presented the government program and the new governing cabinet to the Kosovo Assembly, after the vote on the new government led by him.

In his speech, Kurti declared that the new government will focus on economic development, production, social welfare, security, education, healthcare and advancing Kosovo’s international position.

He said there will not be an entirely new exposé, since repeated elections interrupted the same governance.

“Our vision in these years of our joint governance is work for the citizen and protection for the family. Our government is a service to the public, not a privilege for the minority.”

Economic growth averaged 6 percent

Kurti declared that over the past five years Kosovo has recorded average economic growth of 6 percent, noting that in the first quarter of 2026 growth was 5.4 percent.

According to him, Gross Domestic Product has grown from about €7 billion to €11 billion, while this year it is projected to reach €12 billion.

He said the number of employed has risen from 350,000 to 430,000, while household incomes have grown through the minimum wage, pensions, child allowances and public sector wages.

Kurti announced that in the new mandate the average wage in the public sector will exceed €1,000 per month.

Doubling of child allowances

The Prime Minister announced that child allowances will be doubled during the coming mandate.

According to him, allowances will rise from €30 to €60 and from €45 to €90 per child, depending on the number of children in the family.

He also mentioned support for new mothers, who from July 1 receive €500 per month for six months.

Under the “Generation for Generation” program, Kurti proposed that retired grandparents caring for grandchildren aged 13 to 36 months, in cases where both parents work, receive an extra €100 per month.

€1 billion for production and industry

Kurti presented a €1 billion program for production and industry.

He said the Development Bank will finance strategic projects, support small and medium enterprises and provide producers and exporters with payment guarantee letters.

According to him, obtaining loans will be eased for investors who produce and employ, while accelerated amortization will lower investment costs.

Kurti also announced electronic invoicing between businesses, faster VAT refunds and the removal of the 10 percent customs tax on cars imported from the European Union.

He also mentioned the development of the Kosovo Digital Currency, the construction of the ICT Tower in Pristina and the creation of 15 innovation centers, tech and industrial incubators by the end of the mandate.

€500 million in investments in Brezovica

In the tourism sector, Kurti presented the major Brezovica project, for which he said up to €500 million will be invested.

The investments will include roads, accommodation, ski slopes, cable cars and the renovation and construction of hotels.

He also announced the development of the “Dukagjini” tourist center in Peja, Rugova and the Accursed Mountains (Bjeshkët e Nemuna), as well as support for eco-lodges in the Accursed Mountains and in Sharr.

€100 million for diaspora investments

Kurti declared that through the “Diaspora Investment Window” up to €100 million in diaspora investments in Kosovo will be supported.

The state, according to him, will be the guarantor of loans for these investments.

He said that with membership in the Single Euro Payments Area (SEPA), expatriates will save around €60 million from money transfer costs.

The Prime Minister announced that the €500 minimum wage will not be taxed.

He announced that an initiative will be undertaken for a 13th wage in the public and private sectors, while in the future a 14th wage is also aimed for.

According to Kurti, the Social Insurance Fund will support workers after job loss and will cover maternity and parental leave.

Investments in education and healthcare

Kurti announced the doubling of the budget for student scholarships and the expansion of support to students of non-public colleges as well.

He said five specialized high schools will be opened, ten new profiles will be added to dual education and fast, free internet will be extended to 1,000 pre-university institutions.

In healthcare, he declared that every citizen will have their family doctor and will be included in the primary care registry.

Kurti announced the construction of new hospitals in Mitrovica and Ferizaj, equipping public hospitals with computerized tomography and increasing the budget for the essential list of medicines to €100 million.

Over €1 billion for the army

In the field of defense, Kurti announced that over €1 billion will be allocated to the Kosovo Security Force over the next four years.

He declared that the “Made in Kosova” military industry will focus on the production of ammunition, drones, robots and other defense technologies.

According to him, ammunition production is planned to begin within 2026.

Kurti also announced the creation of a Joint Military Unit with Albania, as well as increasing the number of women and girls in the KSF to 1,000.

In the field of security, Kurti declared that the Gendarmerie of the Republic of Kosovo will be established.

According to him, this unit will be tasked with border protection, fighting terrorism, dealing with high risks and protecting critical infrastructure.

He also announced the strengthening of drone and anti-drone units, as well as equipping the National Border Management Center with advanced technologies.

Investments in energy and infrastructure

Kurti declared that the Kosovo A and Kosovo B thermal power plants will be modernized, while the aim is to secure 305 megawatts from wind and 250 megawatts from solar.

He said the goal is for 20 percent of consumed energy to come from clean sources.

In infrastructure, the prime minister announced the construction of the Gjakovë–Shkodër railway, as part of the Pristina–Durrës rail link, as well as other road projects, including the Gjilan highway to Dheu i Bardhë and the Prizren–Tetovo road.

According to him, capital investments will aim to exceed €1 billion per year.

Kurti declared that the Government will continue to care for the categories emerging from the war and the families of martyrs.

He said families with one martyr now receive a €537 pension, while families with two martyrs receive €806.

The Prime Minister also asked Serbia to open the archives related to war crimes in Kosovo and said that clarifying the fate of persons violently disappeared will remain a state duty.

At the beginning of the speech, Kurti also spoke about the judicial process against the former KLA leaders in The Hague.

He said the Prosecution’s request is unjust and at odds with the historical truth of the Albanian people.

“The position of the Government of the Republic of Kosovo that I lead is the same and clear: in Kosovo, crimes against humanity, war crimes and genocide were committed against the Albanian civilian population. They were committed by the regime of Milošević’s Serbia of Yugoslavia. No domestic or international court can tarnish the KLA,” he said.

Kurti said the new Government has a clear program, defined measures and measurable responsibility.

He announced that the Kosovo Budget for 2027 will be presented in October, while asking the Assembly for support in implementing the government program and electing the President of the Republic.
