New Penal Code, Minister Gogu explains why it must be changed and revised: There are 2,348 pretrial detainees in the country, or 56% more than the convicted
The Ministry of Justice has put out for public consultation the new amendments to the Criminal Procedure Code, focusing on security measures and the use of pretrial detention.
Justice Minister Toni Gogu, through a post on social media, has published data from the General Directorate of Prisons, according to which there are currently 2,348 pretrial detainees in the country, a figure 56% higher compared with the number of convicted persons.
Through a post on social media, Gogu stresses that these data show the need to revise the Criminal Procedure Code.
“2,348 pretrial detainees — 56% more than the convicted. One of the figures that shows why the revision of the Criminal Procedure Code focuses on security measures: pretrial detention should be used only when it is necessary and proportionate, while alternatives should actually work. Clearer law. Real alternatives. Stronger guarantees,” the minister writes.

According to data from the General Directorate of Prisons, the penitentiary system holds 2,348 pretrial detainees, 1,509 convicted persons and 478 people in compulsory medical treatment.
Of the 2,348 pretrial detainees, 2,304 are men, 31 are women and 13 are minors.
In total, the country’s penitentiary system numbers 4,335 people.
