SPAK extends the investigations into Vlora Airport by three months

The Special Prosecution Office (SPAK) has decided to extend by another three months the investigations into the concession procedure of Vlora Airport. The new investigation deadline has been set until 23 November 2026, while prosecutors have assessed that further investigative actions are needed to fully clarify the case.

In the focus of the investigation are seven members of the concession award commission, who are suspected of the criminal offence of “violating the equality of participants in tenders or public auctions”.

According to documents previously made public by SPAK, the investigation is linked to suspicions that the concession procedure may have been conducted in a predetermined manner, favouring the consortium made up of the companies Mabco Construction, Yda Group and 2A GROUP.

The Prosecution suspects that commission members, in cooperation with each other, may have influenced the qualification process and the proclamation of the winning consortium. These remain suspicions of the investigation and not conclusions of a court decision.

The criminal case was registered following the complaint of the company Al-De Corporation LTD, presented through citizen Aldi Çeli. The investigations have been conducted at a time when the Vlora Airport concession has been accompanied by clashes between the parties involved in the project.

At the centre of these clashes have also been businessmen Behgjet Pacolli, through the Mabco company, and Valon Ademi, through 2A GROUP. The conflict between shareholders and the claims raised over the concession procedure have given the case an important legal dimension as well.

With the extension of the deadline, SPAK will continue collecting and verifying evidence, while at the end of the investigations it is expected to be determined whether the suspicions raised during the concession procedure are supported by the administered evidence and whether there will be criminal responsibility for the persons under investigation.
