Vlora Hyseni is not the first: Altin Dumani also investigated former SHISH chief Fatos Klosi

Special Prosecution (SPAK) chief Altin Dumani is not facing the investigation of a State Intelligence Service chief for the first time. More than two decades ago, in 2003, when he served as a prosecutor in Tirana, Dumani investigated and sent to trial former SHISH chief Fatos Klosi on abuse-of-office charges over alleged misuse of funds in 15 public tenders — a case that ended a year later with Klosi’s acquittal in the Tirana Court. Today, history is repeating itself with the measures taken against Vlora Hyseni, who is accused of aiding the perpetrator of a crime and leaking state secrets.

The investigations that led to Hyseni’s suspension and house arrest stem from the decryption of data in the ‘AKSHI’ file, where suspicions were raised that the former intelligence chief favored businessman Ergys Agasi, arrested a month earlier. As part of this wide-ranging operation, by order of the Special Court (GJKKO), searches were conducted at the residence of former State Police director Ilir Proda — who gave a two-hour statement to SPAK — while the head of the Scientific Police Laboratory, Fatjon Kalluçi, and official Embro Sulejmani were arrested on suspicion of damaging surveillance footage that would have documented Agasi’s movements while he was wanted.
