Kosovo Assembly in extraordinary session, the bill on the Special Court in focus

The Kosovo Assembly meets today (October 5) in an extraordinary plenary session, with an agenda of 22 items covering justice, energy, finance and appointments to important institutions. The session starts at 09:00, while the first item is the review of the amendments to the Law on the Kosovo Specialist Chambers and the Specialist Prosecutor’s Office.

The agenda also includes the ratification of the loan agreement between Kosovo and the French Development Agency, linked to the XXI Mediterranean Games Project in Kosovo. MPs will review a series of financial agreements with the European Union, including amendments to the agreements for the IPA 2021 and IPA 2022 programmes, as well as the Financial Agreement for the Multiannual IPA Programme 2026-2027. Also part of the agenda are several institutional appointments. The Assembly is expected to decide on two members of the Board of the Energy Regulatory Office and the chair of that board, as well as on the Auditor General of the Republic of Kosovo and two non-executive members of the Central Bank Board.

Legislation in the field of justice will also be in focus. Among the bills to be reviewed are the one on the State Bureau for the Verification and Confiscation of Unjustified Assets, the amendments to the law on the prevention of money laundering and combating the financing of terrorism, and the bill setting the rules on recruitment, performance evaluation, integrity checks and the status of judges and prosecutors.

The parliamentary agenda also includes amendments to the laws on the Prosecutorial Council and the Judicial Council of Kosovo, the Bill on Disciplinary Liability of Judges and Prosecutors and the Bill on the Academy of Justice. The session also includes review of the bills on Energy, Electricity, Innovation and Entrepreneurship, late payments in commercial transactions, water resource management and amendments to the Law on budget allocations for 2026. Before the plenary session, at 08:00, the Legislation Committee will meet.
